The first option – FREEDOM TO PROVIDE CROSS-BORDER SERVICES

If you are established in another EU / EEA country, you have the freedom to provide services on an occasional and temporary basis, without the obligation of establishment in Croatia, mandatory membership in professional body and without a prior check.

An online declaration is sent in the mentioned case to the Point of Single Contact or directly to the competent authority at pravni@mints.hr along with a photo or a scan of the following documents (signed, without a stamp).

The service can be provided by fulfilling the conditions for business establishment (Second option).

The second option – FREEDOM TO ESTABLISH

If you are established in EU/EEA country, you as physical or legal person, have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents i.e. fulfil the following conditions:

Information on the start of the rent-a-car services should be accompanied by information on

• business entity, OIB and registered office
• address of each business premise in which services are provided
• have all vehicles registered and insured pursuant to special regulations governing registration and insurance, including the driver and traveller accident insurance
• have at least one business premise, which may be: a branch office furnished and equipped for the reception of travellers, a kiosk in which or from which services are provided or business premises from which services are provided (ticket-office) or a booth if situated in facilities intended to be used for commercial activities, hotels, fair grounds, train or bus stations or terminals used for the provision of public land, sea or air transportation services and similar
• have ensured parking spaces for vehicle handover
• conclude a vehicle rental contract with the traveller, which shall contain details on the service provider and service user, the rented vehicle, anticipated duration of rental, rights and obligations of parties, keep register of concluded contracts through Central Registry
• inform the traveller of the general conditions for vehicle rental and put them at the disposal in written form, in Croatian and/or English language

Approval

Entry in the Central Registry for Hospitality and Tourism Services of the Ministry of Tourism and Sports, based on the notification. Until the establishment of the Central Registry, List of rent-a-car service providers shall be published on the Ministry’s website.
