Activities related to job placement

 

Activities related to job placement entail employment mediation, career guidance, education and training with an aim of improving employability of the work force

 

Requirements to be fulfilled in order to carry out these activities:

 

I A natural person planning to carry out job placement activities as a self-employment activity must:

  1. have at least a bachelor’s degree, completed professional studies, or two-year post-secondary education,
  2. have no final judgement with the force of res iudicata rendered against them and no proceedings initiated against them for criminal offences against freedom and liberties of people and citizens of the Republic of Croatia, against values protected under international law, the right to work and other rights arising out of employment, against life and physical integrity, sexual freedom and morality, marriage, family and youth, against general safety of people and property, property, security of payment system and operations, judiciary, authentic documents and official duty,
  3. not be prohibited from carrying out these activities,
  4. have adequate premises and equipment at their disposal

 

II A natural person who is already self-employed must:

  1. have at least a bachelor’s degree, completed professional studies, or two-year post-secondary education,
  2. have no final judgement with the force of res iudicata rendered against them and no proceedings initiated against them for criminal offences against freedom and liberties of people and citizens of the Republic of Croatia, against values protected under international law, the right to work and other rights arising out of employment, against life and physical integrity, sexual freedom and morality, marriage, family and youth, against general safety of people and property, property, security of payment system and operations, judiciary, authentic documents and official duty,
  3. not be prohibited from carrying out these activities,
  4. have adequate premises and equipment at their disposal
  5. meet their tax obligations, contributions and other duties,
  6. in addition to job placement activities, be able to carry out only market research and public opinion polling, advisory services in relation to management, and activities of temporary assignment of employees to users for temporary work under special regulations

 

III Existing company must:

  1. employ at least one person with at least a bachelor’s degree, completed professional studies or two-year post-secondary education,
  2. have no final judgement with the force of res iudicata rendered against it and no proceedings initiated against it for criminal offences against freedoms and liberties of people and citizens of the Republic of Croatia, against values protected under international law, the right to work and other rights arising out from employment, against life and physical integrity, sexual freedom and morality, marriage, family and youth, against general safety of people and property, property, security of payment system and operations, judiciary, authentic documents and official duty,
  3. not be prohibited from carrying out these activities
  4. meet its tax obligations, contributions and other duties,
  5. have adequate premises and equipment at its disposal in order to carry out these activities
  6. in addition to job placement activities, be able to carry out only market research and public opinion polling, advisory services in relation to management, and activities of temporary assignment of employees to users for temporary work under special regulations.

 

IV Natural or legal person planning to establish a company must:

  1. employ at least one person with at least a bachelor’s degree, completed professional studies or two-year post-secondary education,
  2. have no final judgement with the force of res iudicata rendered against it and no proceedings initiated against it for criminal offences against freedoms and liberties of people and citizens of the Republic of Croatia, against values protected under international law, the right to work and other rights arising out from employment, against life and physical integrity, sexual freedom and morality, marriage, family and youth, against general safety of people and property, property, security of payment system and operations, judiciary, authentic documents and official duty,
  3. not be prohibited from carrying out these activities
  4. meet their tax obligations, contributions and other duties
  5. have adequate premises and equipment at their disposal in order to carry out these activities and
  6. in addition to job placement activities, be able to carry out only market research and public opinion polling, advisory services in relation to management, and activities of temporary assignment of employees to users for temporary work under special regulations.

 

Required documents:

To be submitted along with the application:

  1. A certified copy of the diploma – for the person who will carry out job placement activities
  2. A certificate of no criminal record – for persons who will carry out job placement activities
  3. Employment contract – for persons who will carry out job placement activities
  4. A statement on possession of adequate equipment
  5. A title deed or rental agreement or lease agreement
  6. Articles of Incorporation of the Company, drafted by a notary public (in case the company is not registered in Croatia)

 

Required documents are to be submitted in the original and in Croatian translation certified by a court interpreter, or as notarized copies of the original documents

 

Natural or legal person carrying out job placement activities is required to keep records of job seekers and employers advertising vacancies and to submit quarterly said data using the ODP-1 Form

 

Other required documentation which is to be provided ex officio by the Ministry of Labour and Pension System:

  1. A certificate issued by competent authorities stating no measure is imposed prohibiting the performance of activities – for the person who will carry out job placement activities
  2. A certificate issued by competent authority stating that all tax obligations, contributions and other public duties have been met
  3. A Decision on entry into proper register

 

Fee

Administrative tax, accompanying the application, is to be paid in the amount of 70 HRK

A Decision granting a licence to carry out activities related to job placement

 

Legal remedies

This decision may not be appealed, but an administrative dispute may be initiated against it
