Exclusion of an installation from emission allowance trading

The operator of the installation which obtained a GHG emissions permit could submit by 15 July 2012 to the Ministry an application for exclusion from the emissions trading system (EU ETS) if:

  • the installation operator had GHG emissions under 25,000 tonnes of carbon dioxide equivalent in each of the three previous years, according to a verified emissions report, excluding emissions from biomass
  • the combustion plant has a rated thermal input below 35 MW
  • installation operator implements measures to achieve an equivalent contribution to emission reduction

The applicant should provide a report on emissions from the installation in 2008, 2009 and 2010 and the verification report which demonstrates that the GHG emissions from the installation are under 25,000 tonnes of carbon dioxide equivalent in each of the 3 indicated years, excluding emissions from biomass.

Useful informations:

  1. Without the need to apply in person (saving at least half the time).
  2. No obligation for stamping (no longer a requirement for accessing the service market).
  3. No obligation for revenue markers (confirmation of online payment of a fee is accepted)
  4. The competent authority is obliged to issue an approval within 30 days (from date of duly submitted documentation, after the deadline for administration reply has expired).
  5. Once the approval is obtained, performance of this service activity can begin.
