Establishment requirements only (no freedom to provide cross-border services, since this activity falls out of the Services Directive’s scope).

The candidate submits an application for the recognition of a foreign professional qualification containing:

  • Evidence on citizenship (a regular copy and uncertified translation)
  • Evidence on formal education (at least secondary education qualifications)
  • Evidence on completed training, i.e. certificate of passed professional examination for deminer
  • Evidence on medical fitness for filling mines and blasting initiation in line with regulations on special working conditions

Deadline: up to 3 months from the day of receiving the application in the correct form

Legal remedies

Possibility of initiating an administrative dispute by lodging an appeal before the administrative court within 30 days from the day of the delivery of the decision.

Deadline for receiving the response: from 30 to 60 days

Conditions for issuing the decision on issuing the card for mine action activities for carrying out the activities of a deminer are that the applicant:

  • Has at least secondary education qualifications
  • Has a full-time contract of employment concluded with an authorised legal entity and/or sole trader for carrying out the activities of a deminer
  • Has a certificate of the competent health institution of occupational medicine specialist that he or she is mentally, physically and medically fit to carry out the activities of filling mines and blasting initiation in accordance with special working conditions regulations
  • Has a certificate on completed training, i.e. certificate of passed professional examination for deminer
  • Has not been finally adjudicated or no criminal proceedings have been initiated against him or her for a crime which is subject to ex officio prosecution, except in cases of a criminal offence of causing a road traffic accident committed by negligence resulting in a bodily injury or material damage
  • Has not been finally adjudicated for a misdemeanour with elements of violence in the three years prior to the submission of the application.
