Explosives expert

Establishment requirements only (no freedom to provide cross-border services, since this activity falls out of the Services Directive’s scope).

The candidate submits an application for the recognition of a foreign professional qualification containing:

  • For above-ground and underground mining
  • Evidence on citizenship (a regular copy and uncertified translation)
  • Evidence on formal education (at least secondary education qualifications in mining)
  • Evidence on medical fitness for handling explosive substances in mining
  • Evidence on passed examination of professional competence
  • Evidence on knowing the Croatian language and Latin script
  • For mining in mine action
  • Evidence on citizenship (a regular copy and uncertified translation)
  • Evidence on medical fitness for handling explosive substances in mining
  • Evidence on having a deminer authorisation
  • Evidence on work experience of at least one year in the activities of demining or mining
  • Evidence on knowing the Croatian language and Latin script
  • For special mining
  • Evidence on citizenship (a regular copy and uncertified translation)
  • Evidence on formal education (undergraduate or graduate studies, i.e. completed expert studies in the field of mining)
  • Evidence on medical fitness for handling explosive substances in mining
  • Evidence on passed examination of professional competence
  • Evidence on work experience of at least 5 years for a person with completed undergraduate studies, i.e. 4 years for a person with completed graduate studies
  • Evidence on knowing the Croatian language and Latin script

Authorisation

Decision on recognizing a foreign professional qualification

Deadline: up to 3 months from the day of receiving the application in the correct form

Legal remedies

Possibility of initiating an administrative dispute by lodging an appeal before the administrative court within 30 days from the day of the delivery of the decision.

Deadline for receiving the response: from 30 to 60 days

Conditions for issuing a decision on the authorisation for mining are that the applicant:

  • Has at least secondary education qualifications in mining for above-ground and underground mining or has completed undergraduate or graduate studies, i.e. expert studies in the field of mining for special mining
  • Is medically fit to handle explosive substances in mining, which is proved by a certificate of the competent health institution or occupational medicine specialist in private practice
  • Has passed the examination of professional competence before a committee of a state authority body competent for mining activities, except for mine action activities
  • Has at least 4, i.e. 5 years of work experience in special mining activities and at least 1 year of work experience in mine action activities
  • Has a deminer authorisation for mine action activities
  • Has not been finally adjudicated or no criminal proceedings have been initiated against him or her for a crime which is subject to ex officio prosecution, except in cases of a criminal offence of causing a road traffic accident committed by negligence resulting in a bodily injury or material damage, or an equivalent offence in the country of his or her citizenship or in which he or she has residence
  • Has not been finally adjudicated for a misdemeanour with elements of violence or an equivalent offence in the country of his or her citizenship or in which he or she has residence in the three years prior to the submission of the application
  • Knows the Croatian language and Latin script.
