Private institutions of higher education

Requirements

The procedure of initial accreditation (of a private higher education institution) to perform activities of higher education is carried out in 2 phases: 1. Issuance of the approval for establishment of an institution of higher education; 2. Issuance of a licence to perform activities of higher education. This procedure of the initial accreditation is carried out by the Agency for Science and Higher Education (AZVO).

  1. The application for the issuance of the licence is submitted to the Ministry of Science, Education and Sports
  2. Along with the application, an applicant submits the supporting documents required for the issuance of the approval for establishment of a higher education institution, as follows:

– a contract concluded with an already existing higher education institution (the so called a “mentor institution”) on joint implementation of the certified study programme;

– the foundation charter;

– a study on the establishment containing a feasibility study considering the establishment and implementation of study programmes that a higher education institution wishes to implement in accordance with the strategic document of the network of higher education institutions;

– a proof of adequate premises and equipment;

– bank guarantee;

– a proof of meeting the requirements for performing scientific activity if the applicant is a higher education institution that plans to carry out university level study programmes.

  1. After a minimum of two years from the issuance of the approval for establishment of a higher education institution, and for the purpose of issuing the licence for performing activities of higher education, the higher education institution has to submit the following documents:

– a certificate of the central higher education institution (the mentor institution) that the higher education institution applying for the issuance of the licence to perform activities of higher education has carried out the joint study programme for at least two years, in accordance with the contract referred to in item 2;

– an adequate number of employment contracts concluded with academic or teaching staff;

– a proof of adequate premises and equipment;

– a proof that funds have been secured for performing the activities.

Authorisation

Approval for establishment of a private higher education institution

 

Licence to perform higher education activities and to carry out the proposed study programme

 

Ministry of Science, Education and Sports grants the approval for establishment in accordance with a positive accreditation recommendation of the Agency for Science and Higher Education. The Ministry issues the licence in accordance with the positive accreditation recommendation of the Agency for Science and Higher Education.

 

Legal remedies

The approval for establishment is a public document. The licence and the decision, by which an application for the licence to perform higher education activities and to carry out the proposed study programme is refused, are administrative acts. They may not be appealed, but an administrative dispute may be initiated.
