Establishment requirements only (no freedom to provide cross-border services, since this activity falls out of the Services Directive’s scope).

A person submits an application for the recognition of a foreign professional qualification containing:

  • Evidence on citizenship (a regular copy and uncertified translation)
  • Evidence on formal education (at least primary education)
  • Evidence on passed examination of professional competence for a guard
  • Evidence that he or she has the authorisation to carry out the activities of a guard issued by an EU Member State
  • Evidence on knowing the Croatian language and Latin script

Authorisation

Decision on recognizing a foreign professional qualification

Deadline: up to 3 months from the day of receiving the application in the correct form

Legal remedies

Possibility to appeal to the Ministry of the Interior within 15 days from the date of delivery of the decision

Deadline for receiving the response: up to 60 days

Conditions to issue an authorisation to carry out the activities of a guard are that the applicant:

  • Resides, that is that he or she is authorised to stay in the Republic of Croatia
  • Is 18 years old
  • Has completed at least primary education
  • Is medically fit, which is proved by a certificate of the competent health institution or occupational medicine specialist in private practice
  • Has not been finally adjudicated or no criminal proceedings have been initiated against him or her for a crime which is subject to ex officio prosecution, except in cases of a criminal offence of causing a road traffic accident committed by negligence resulting in a bodily injury or material damage, or an equivalent offence in the country of his or her citizenship or in which he or she has residence
  • Has not been finally adjudicated for a misdemeanour with elements of violence or an equivalent offence in the country of his or her citizenship or in which he or she has residence in the three years prior to the submission of the application
  • Complies with operational check carried out by the competent police administration
  • Has passed the examination of professional competence for a guard or evidence on fulfilled conditions referred to in Article 21(1) of the Private Security Act
  • Knows the Croatian language and Latin script.

  • Has not been finally adjudicated or no criminal proceedings have been initiated against him or her for a crime which is subject to ex officio prosecution, except in cases of a criminal offence of causing a road traffic accident committed by negligence resulting in a bodily injury or material damage, or an equivalent offence in the country of his or her citizenship or in which he or she has residence
  • Has not been finally adjudicated for a misdemeanour with elements of violence or an equivalent offence in the country of his or her citizenship or in which he or she has residence in the three years prior to the submission of the application
  • Complies with operational check carried out by the competent police administration
  • Fulfils conditions for owning and carrying weapons laid down by regulations on weapons
  • Has passed the examination of professional competence for security guards or has evidence on fulfilled conditions referred to in Article 21(1) of the Act
  • Knows the Croatian language and Latin script.
