Conditions for granting the licence for psychological activities in private psychological practice and group private psychological practice

Requirements:

A person wishing to perform psychological activity in private psychological practice should meet the following requirements:

  • have completed undergraduate and graduate studies in psychology, or undergraduate university course in psychology,
  • be a member of the Croatian Psychological Chamber
  • have a basic licence,
  • have a special licence if the same plans on dealing with forms of work for which a special licence is prescribed,
  • dispose with the prescribed space and equipment,
  • have at least one year of experience in performing psychological activities
  • have working ability to perform psychological activities,
  • must not be in a full-time employment relationship,
  • may not carry out any other independent activity.

A psychologist wishing to open a private practice should submit a request for the issuance of decision on private practice to the Chamber. The same should be accompanied by evidence of experience in performing the psychological activity, the medical certificate of psychophysical ability to determine the work ability, other documents and evidence that support the information provided in the request.

Psychologists who wish to perform psychological activity in a group private psychological practice attach a group practice contract that must contain at least:

  • personal information about the psychologists who enter the contract
  • name and headquarters of the group private psychological practice
  • the areas of psychological activity they will deal with, and the indication that members of the group practice have the necessary permissions,
  • group leader,
  • founding assets,
  • way of investing funds,
  • mutual rights and obligations of the members,
  • way of distributing funds,
  • way of dividing profit,
  • the way of termination of contract and cancellation deadlines,
  • the way and the conditions for leaving of an individual member from the group practice,
  • court jurisdiction in the event of a dispute.

The Special Committee of the Chamber will examine whether the applicant meets the prescribed conditions for space and equipment. After a completed inspection, a written record of compliance with the conditions for space and equipment shall be submitted to the Chambers.

If the applicant fulfils the prescribed conditions for conducting private practice, the Chamber will issue a decision on the granting of a license to conduct psychological activity in private practice.

Private practice is registered in the Directory of Psychologists who conduct private practice and a directory of group psychological practice, conducted in the Chamber.

Based on the aforementioned Decision, the psychologist may begin to perform private practice.

Necessary documents:

  • the application for a decision on the approval of private psychological practice and group private psychological practice,
  • evidence of experience in performing the psychological activity
  • the certificate of an authorized health institution or a work medicine specialist in private practice on the general health capacity of the applicant
  • proof of citizenship and residence (copy of ID card/passport or original on insight)
  • proof of graduating the university/or recognized foreign qualification of psychologist (copy, original on insight)
  • certificate or diploma of completed Croatian language education or equivalent document of the competent educational institution proving the knowledge of the language or proof of knowledge
  • proof of completed psychological training or proof that the applicant who is a national of an EU Member State or a Contracting State of the European Economic Area Agreement is qualified to carry out psychological work in accordance with the rules of an EU Member State or a Contracting State to the Agreement on the European Economic Area
  • for foreign nationals of countries other than EU Member States or Contracting Parties to the EC Treaty, documents established by positive legal and subordinate regulations regulating the work of foreigners in the Republic of Croatia (e.g. work and residence permits)
  • the signed statement of the applicant, which guarantees under material and criminal liability that the same has the appropriate equipment and space for conducting psychological activity in the sense of all the positive legal regulations of the Republic of Croatia
  • other documents and evidence for the information provided in the request
  • group practice agreement if the same intends to conduct psychological activity in a group private psychological practice

Additional obligations:

Regular payment of membership fee and other obligations towards the Chamber.

A psychologist who performs psychological activity in a private psychological practice is obliged to ensure that he or she is responsible for the damage he or she may have done to third parties by performing such private psychological activities.

A psychologist performing private psychological practice has the right to use facsimile, which usually contains his/her name and academic title (e.g. psychology professor, graduate psychologist, master of psychology) and may include a professional title and a scientific and teaching title.

A psychologist who employs employees in private psychological practice should register the same in the Chamber within 8 days of the employment relationship with them.

A psychologist performing private psychological practice has the right to advertise his/her activity in accordance with the provisions of the Ordinance on the manner of work advertising and the manner of highlighting the title of psychologist who is performing a private practice.

Because of a justified reason, a psychologist performing private psychological practice may suspend the business, which is to be notified to the Chamber. The notice shall state the reason and duration of the temporary suspension of the business.

  • Please deliver the form via email to the competent procedural body together with the relevant documents and a certificate of payment of the registration costs for private psychological practice – all scanned in PDF format
  • the enclosed documents must also be submitted to the competent procedural body by post or handed in
  • the decision on issuing approval for private psychological practice is delivered by post

Legal remedy:

An appeal against this decision may be submitted to the competent Ministry within 15 days of the delivery of such Decision.
