{"id":124,"date":"2017-02-17T10:39:38","date_gmt":"2017-02-17T09:39:38","guid":{"rendered":"http:\/\/psc.hr\/en\/?page_id=124"},"modified":"2025-03-13T13:14:42","modified_gmt":"2025-03-13T12:14:42","slug":"guard","status":"publish","type":"page","link":"https:\/\/psc.hr\/en\/guard\/","title":{"rendered":"Guard"},"content":{"rendered":"<h1><strong><u>First option<\/u><\/strong><strong> &#8211; CROSS-BORDER FREEDOM TO PROVIDE SERVICES<\/strong><\/h1>\n<p>If you have already registered an establishment in another EU\/EEA country, you have the freedom to provide services on a temporary and occasional basis, without an obligation to register an establishment in Croatia.<\/p>\n<p>In that case, you need to send an e-statement directly to the competent authority to <a href=\"mailto:pitanja@mup.hr\">pitanja@mup.hr<\/a>, with a photograph or a scan of the following data or documents (signed but not stamped):<\/p>\n<ul>\n<li>proof of registration of an establishment in another EU\/EEA country and proof that there is no prohibition of professional activity at the time the certificate is issued<\/li>\n<li>proof of professional qualifications<\/li>\n<li>proof that the person has worked as a guard for at least one year within the past 10 years (only if the profession, vocational training and professional development are not regulated in the Member State of the establishment).<\/li>\n<\/ul>\n<h1><strong><u>Second option<\/u><\/strong><strong> &#8211; FREEDOM OF ESTABLISHMENT<\/strong><\/h1>\n<p>In case you have a registered establishment in another EU\/EEA country, you are allowed to provide services as a natural person on a permanent basis if you register the establishment and submit the following documents:<\/p>\n<ul>\n<li>proof of qualifications (primary school at a minimum)<\/li>\n<li>certificate of competence (40 hours)<\/li>\n<li>professional exam for a guard<\/li>\n<li>authorisation to carry out the activities of a guard issued by an EU\/EEA country<\/li>\n<li>medical certificate<\/li>\n<li>proof of knowledge of the Croatian language<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>Recognition of qualification<\/strong><\/h2>\n<p>Application for the recognition of qualification is submitted to <a href=\"mailto:pitanja@mup.hr\">pitanja@mup.hr<\/a> with the edition of sending documentation as with the registration of establishment, and:<\/p>\n<ul>\n<li>proof of acquiring conditions for the recognition of foreign professional qualifications (proof of competence, proof of education\/professional qualification)<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>Fees<\/strong><\/h2>\n<p>None<\/p>\n<div class=\"featuredBlock\">\n<p><a href=\"mailto:pitanja@mup.hr\">pitanja@mup.hr<\/a> (for sending photographed or scanned documentation; signed but not stamped)<\/p>\n<\/div>\n<hr \/>\n<h2><strong>Competent authority and regulations<\/strong><\/h2>\n<p><a href=\"https:\/\/mup.gov.hr\/en\">Ministry of Interior affairs<\/a><\/p>\n<p>Ulica Grada Vukovara 33, 10 000 Zagreb<\/p>\n<p>+385 1 6122 111<\/p>\n<p><a href=\"mailto:pitanja@mup.hr\">pitanja@mup.hr<\/a><\/p>\n<p>Private Security Act (OG <a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2020_02_16_327.html\">16\/20<\/a> and <a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2022_10_114_1701.html\">114\/22<\/a>)<\/p>\n<p>Ordinance on education and examination of professional competence for security guards and guards (OG <a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2004_07_103_2015.html\">103\/04,<\/a> <a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2007_02_21_806.html\">21\/07<\/a>, <a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2008_07_86_2773.html\">86\/08<\/a> and <a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2013_04_42_793.html\">42\/13<\/a>)<\/p>\n<hr \/>\n<h2><strong>Authorisation<\/strong><\/h2>\n<p>Decision on the authorisation to carry out the activities of a guard<\/p>\n<p>Deadline: 30 days<\/p>\n<hr \/>\n<h2><strong>Legal remedies<\/strong><\/h2>\n<p>Possibility of initiating an administrative dispute before the administrative court within 30 days from the day of the delivery of the decision<\/p>\n<p>Last updated on 18 September 2024.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>First option &#8211; CROSS-BORDER FREEDOM TO PROVIDE SERVICES If you have already registered an establishment in another EU\/EEA country, you have the freedom to provide services on a temporary and occasional basis, without an obligation to register an establishment in Croatia.
