An online declaration is sent in the mentioned case directly to the competent authority at <a href=\"mailto:pisarnica@mzo.hr\">pisarnica@mzo.hr<\/a>, along with a photo or a scan of the following documents (signed, without a stamp):<\/p>\n<ul>\n<li>proof of establishment in EU\/EEA country; proof that there is no ban on provision of the service; proof of provision the service for at least 2 out of 10 previous years<\/li>\n<li>proof of professional qualifications<\/li>\n<li>information on insurance<\/li>\n<\/ul>\n<h1 style=\"text-align: left\"><strong><u>Second option<\/u><\/strong><strong>: FREEDOM TO ESTABLISH<\/strong><\/h1>\n<p>If you are established in EU\/EEA country, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:<\/p>\n<ul>\n<li>an education program or evaluation program proposed by the institution<\/li>\n<li>positive expert opinion of the Agency for Vocational and Adult Education<\/li>\n<li>decision on compliance of the founding act with the law<\/li>\n<li>data on space and equipment<\/li>\n<li>proof of fulfillment of material and personnel conditions for the implementation of the education program or evaluation program<\/li>\n<li>a decision on the fulfillment of the <a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2010_04_52_1285.html\">minimum technical, health and environmental requirements<\/a> issued at the request of the institution by the administrative body of the county in whose jurisdiction the education affairs are.<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>Fees<\/strong><\/h2>\n<p>None<\/p>\n<hr \/>\n<h2><strong>Application<\/strong><\/h2>\n<div class=\"featuredBlock\">\n<p>First option: <a href=\"https:\/\/epodnesak.mzo.hr\/\">e-Service<\/a> (eSubmission for request only)<\/p>\n<p>Second option: <a href=\"mailto:pisarnica@mzo.hr\">pisarnica@mzo.hr<\/a> (for sending photographed or scanned documents; signed, without a stamp)<\/p>\n<\/div>\n<hr \/>\n<h2><strong>Competent authority and regulations <\/strong><\/h2>\n<p><strong>\u00a0<\/strong>Ministry of Science and Education<\/p>\n<p>Donje Svetice 38, 10 000 Zagreb<\/p>\n<p>+385 1 4569 000<\/p>\n<p><a href=\"mailto:pisarnica@mzo.hr\">pisarnica@mzo.hr<\/a><\/p>\n<p>Adult Education Act (<a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/full\/2021_12_144_2460.html\">OG 144\/21<\/a>)<\/p>\n<p>Ordinance on standards and norms and the manner and procedure for determining the fulfillment of conditions in adult education institutions (<a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2008_11_129_3708.html\">OG 129\/08<\/a> i <u>52\/10<\/u>)<\/p>\n<hr \/>\n<h2><strong>Authorization<\/strong><\/h2>\n<p>Solution to start the implementation of education programs and evaluation programs<\/p>\n<p>Deadline: 30 days<\/p>\n<hr \/>\n<h2><strong>Legal remedies <\/strong><\/h2>\n<p>The Ministry decides on the request with a decision against which no appeal can be lodged, but an administrative dispute can be initiated before the locally competent administrative court.<\/p>\n<p>Last updated on 8 February 2022<\/p>\n","protected":false},"excerpt":{"rendered":"<p>First option: FREEDOM TO PROVIDE CROSS-BORDER SERVICES If you are established in EU\/EEA country, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia and without a prior check.
