SERVICES<\/strong><\/h1>\n<p>If you are already established in another EU\/EEA state, as a natural and legal person you have the freedom to provide services on a temporary and occasional basis, without the obligation of establishment in Croatia and without a prior check.<\/p>\n<p>The legal entity that carries out the activity of physical planning shall submit the <a href=\"mailto:statement%20form\">statement form<\/a> to <a href=\"mailto:prostorno.uredjenje.suglasnosti@mpgi.hr\">prostorno.uredjenje.suglasnosti@mpgi.hr<\/a> with a copy and translation of the following documents:<\/p>\n<ul>\n<li>evidence\/an attestation of the right to pursue the activities in the state of establishment or a valid licence\/document regulating this right to pursue the activities in another EU \/ EEA state<\/li>\n<li>data on liability insurance valid in the territory of the Republic of Croatia or the EU<\/li>\n<\/ul>\n<p>To perform the tasks of spatial planning a natural person of the architectural profession established in another EU\/EEA state shall submit <a href=\"https:\/\/www.arhitekti-hka.hr\/hr\/obrasci\/\">a statement<\/a> directly to <a href=\"mailto:clanstvo@arhitekti-hka.hr\">clanstvo@arhitekti-hka.hr<\/a> or via the <a href=\"https:\/\/arhitekti-hka.hr\/hr\/e-gradani\/\">e-Citizen<\/a>s system.<\/p>\n<p>The statement shall be accompanied by a copy and translation of the following documents:<\/p>\n<ul>\n<li>copy of the identity card<\/li>\n<li>evidence of establishment in another EU\/EEA state (employer&#8217;s statement)<\/li>\n<li>attestation that the right to pursue professional activities has not been revoked (certificate of the competent body of the state of establishment)<\/li>\n<li>evidence of formal qualifications\/professional qualification<\/li>\n<\/ul>\n<p>or<\/p>\n<p>evidence that the candidate has pursued the profession for at least one year during the previous ten-year period, where the profession in the state of establishment is carried out without a specific authorisation or where the education and professional training leading to that profession is not regulated<\/p>\n<ul>\n<li>data on professional liability insurance valid in the territory of the Republic of Croatia\/EU<\/li>\n<li>proof of paid fee<\/li>\n<\/ul>\n<p>If an EU certificate is submitted, the following shall not be submitted:<\/p>\n<ul>\n<li>evidence of establishment in another EU\/EEA state (if applicable)<\/li>\n<li>attestation that the right to pursue professional activities has not been revoked (if applicable)<\/li>\n<li>evidence of formal qualifications\/professional qualifications<\/li>\n<\/ul>\n<h1 style=\"text-align: left\"><strong><u>Second option<\/u><\/strong><strong>: FREEDOM OF ESTABLISHMENT<\/strong><strong>\u00a0<\/strong><\/h1>\n<p>If you are established in another EU\/EEA state, as a natural or legal person you have the freedom to provide services on a permanent basis in the Republic of Croatia, with the registration of establishment<\/p>\n<p><strong>Activities of physical planning<\/strong> can be performed by a certified architect-urban planner in:<\/p>\n<ul>\n<li>a sole-practice office<\/li>\n<li>a joint-practice office<\/li>\n<li>a legal person<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.arhitekti-hka.hr\/hr\/obrasci\/\">The request<\/a> for the establishment of a sole-practice office or for the establishment of a joint-practice office shall be submitted directly to <a href=\"mailto:clanstvo@arhitekti-hka.hr\">clanstvo@arhitekti-hka.hr<\/a> or via the <a href=\"https:\/\/arhitekti-hka.hr\/hr\/e-gradani\/\">e-Citizens<\/a> system.<\/p>\n<p>The request for the establishment of <strong>sole-practice office<\/strong> shall be accompanied by a photograph or scan of:<\/p>\n<ul>\n<li>copy of identity card<\/li>\n<li>proof of paid fee<\/li>\n<\/ul>\n<p>The request for the establishment of <strong>a joint practice office<\/strong> shall be accompanied by a photograph or scan of:<\/p>\n<ul>\n<li>copy of identity card<\/li>\n<li>agreement on the establishment of a joint practice office<\/li>\n<li>proof of paid fee<\/li>\n<\/ul>\n<p>In a joint-practice office a certified architect \u2013urban planner may perform all professional physical planning tasks.<\/p>\n<p>In a sole-practice office a certified architect \u2013urban planner may as sole practitioner perform:<\/p>\n<ul>\n<li>tasks related to the preparation of urban development plans<\/li>\n<\/ul>\n<p>or<\/p>\n<ul>\n<li>perform all professional physical planning tasks if he\/she submits <a href=\"https:\/\/mpgi.gov.hr\/o-ministarstvu\/djelokrug\/prostorno-uredjenje-3335\/suglasnosti-za-obavljanje-strucnih-poslova-prostornog-uredjenja\/3329\">a request<\/a> directly to <a href=\"mailto:prostorno.uredjenje.suglasnosti@mpgi.hr\">uredjenje.suglasnosti@mpgi.hr<\/a> and evidence that he\/she can ensure the participation of one further certified architect \u2013urban planner or evidence that he\/she can ensure the participation of at least three experts from different professions<\/li>\n<\/ul>\n<p><strong>A legal person<\/strong> registered for performing professional physical planning tasks may start performing tasks of physical planning if it:<\/p>\n<ul>\n<li>submits <a href=\"https:\/\/mpgi.gov.hr\/o-ministarstvu\/djelokrug\/prostorno-uredjenje-3335\/suglasnosti-za-obavljanje-strucnih-poslova-prostornog-uredjenja\/3329\">a request<\/a> for authorisation to perform drafting of urban development plans directly to <a href=\"mailto:prostorno.uredjenje.suglasnosti@mpgi.hr\">uredjenje.suglasnosti@mpgi.hr<\/a> and evidence that in performing these tasks it can ensure the participation of a certified architect\u2013 urban planner<\/li>\n<\/ul>\n<p>or<\/p>\n<ul>\n<li>submits <a href=\"https:\/\/mpgi.gov.hr\/o-ministarstvu\/djelokrug\/prostorno-uredjenje-3335\/suglasnosti-za-obavljanje-strucnih-poslova-prostornog-uredjenja\/3329\">a request<\/a> for authorisation to perform all professional physical planning tasks directly to <a href=\"mailto:prostorno.uredjenje.suglasnosti@mpgi.hr\">uredjenje.suglasnosti@mpgi.hr<\/a> and evidence that in performing the tasks it can ensure the participation of one further certified architect \u2013 urban planner, or evidence that in performing these tasks, in addition to the certified architect-urban planner, it can ensure the participation of at least three experts from different professions<\/li>\n<\/ul>\n<p>For <strong>entry in the directory of certified architects\u2013urban planners<\/strong>, persons of the architectural profession shall submit <a href=\"https:\/\/www.arhitekti-hka.hr\/hr\/obrasci\/\">a request<\/a> to <a href=\"mailto:clanstvo@arhitekti-hka.hr\">clanstvo@arhitekti-hka.hr<\/a> or via the <a href=\"https:\/\/arhitekti-hka.hr\/hr\/e-gradani\/\">e-Citizens<\/a> system, with the following documentation:<\/p>\n<ul>\n<li>decision on recognition of professional qualifications<\/li>\n<li>proof of paid chamber registration fee<\/li>\n<\/ul>\n<p>If a person has acquired a professional qualification in the Republic of Croatia, instead of the decision on the recognition of a professional qualification, he\/she shall submit:<\/p>\n<ul>\n<li>evidence of completed graduate university or professional study of architecture with acquired at least 300 ECTS credits<\/li>\n<li>certificate of passed professional exam<\/li>\n<li>evidence of professional work experience of at least two years<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>Recognition of qualification for performing tasks of physical planning<\/strong><strong>\u00a0<\/strong><\/h2>\n<p><a href=\"https:\/\/www.arhitekti-hka.hr\/hr\/obrasci\/\">The request<\/a> for recognition of a foreign professional qualification for performing tasks of physical planning shall be submitted by persons of the architectural profession directly to <a href=\"mailto:clanstvo@arhitekti-hka.hr\">clanstvo@arhitekti-hka.hr<\/a> or via the <a href=\"https:\/\/arhitekti-hka.hr\/hr\/e-gradani\/\">e-Citizens<\/a> system.<\/p>\n<p>The request shall be accompanied by the following documentation, in copy and translated, according to <strong>the general system<\/strong>:<\/p>\n<ul>\n<li>copy of identity card<\/li>\n<li>diploma\/certificate and diploma supplement\/certificate supplement<\/li>\n<li>evidence of authorization to practice the regulated profession in the country of origin<\/li>\n<\/ul>\n<p>or<\/p>\n<p>certificate from the employer that the candidate has pursued the profession in the state of establishment for at least one year during the last ten-year period that preceded the provision of services, in case that this profession is not regulated in the state of establishment of the foreign authorized person<\/p>\n<ul>\n<li>proof of paid fee<\/li>\n<\/ul>\n<hr decision.<\/p>\n<p>The complaint shall be submitted to Croatian Chamber of Architects, Ulica grada Vukovara 271, 10000 Zagreb or at <a href=\"mailto:clanstvo@arhitekti-hka.hr\">clanstvo@arhitekti-hka.hr<\/a> for the architectural profession<\/p>\n<p>The Croatian Chamber of Architects will reject the complaint (if it is untimely), will replace the contested decision with a new one (if the complaint is partially or fully founded) or will submit the complaint to the Ministry of Physical Planning, Construction and State Assets.<\/p>\n<p>The Ministry may reject the complaint, annul the decision in part or in full, or amend it.<\/p>\n<p>The decision of the Ministry shall be delivered to the party through the Chamber no later than 60 days from the submission of a proper complaint.<\/p>\n<p>No appeal may be lodged against the decision of the Ministry, but an administrative dispute may be initiated with the competent
