The following conditions must be fulfilled, which are the same as for the Freedom to establish option. An online declaration is sent in the mentioned case directly to the competent authority at <a href=\"mailto:pisarnica@mzozt.hr\">pisarnica@mzozt.hr<\/a> or by <a href=\"https:\/\/start.gov.hr\/start-plus\/login\">e-Usluga<\/a> along with a photo or a scan of the following documents (signed, without a stamp):<\/p>\n<ul>\n<li>fulfilled <a href=\"https:\/\/mzozt.gov.hr\/UserDocsImages\/klimatske_aktivnosti\/ozon_fluorirani\/obrasci\/Obrasci_MZTZ\/Obrazac_3_reg.pdf\">obrazac REG<\/a><\/li>\n<\/ul>\n<h1><strong><u>Second option<\/u><\/strong><strong>: FREEDOM TO ESTABLISH<\/strong><\/h1>\n<p>If you are established in EU\/EEA country, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:<\/p>\n<ul>\n<li>a legal or natural person &#8211; craftsman is registered for the performance of activities of import\/export and placement on the market of controlled substances and\/or fluorinated greenhouse gases import\/export and placement on the market of controlled substances and\/or fluorinated greenhouse gases<\/li>\n<\/ul>\n<p>Submit a photo or a scan of the following documents (signed, without a stamp) on <a href=\"mailto:pisarnica@mzozt.hr\">pisarnica@mzozt.hr<\/a> or by <a href=\"https:\/\/start.gov.hr\/start-plus\/login\">e-Usluga<\/a><\/p>\n<ul>\n<li>fulfilled <a href=\"https:\/\/mzozt.gov.hr\/UserDocsImages\/klimatske_aktivnosti\/ozon_fluorirani\/obrasci\/Obrasci_MZTZ\/Obrazac_3_reg.pdf\">obrazac REG<\/a><\/li>\n<\/ul>\n<p>If EU\/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).<\/p>\n<hr \/>\n<h2><strong>Fees <\/strong><\/h2>\n<p>None<\/p>\n<div class=\"featuredBlock\">\n<p>First option: <a href=\"https:\/\/start.gov.hr\/start-plus\/login\">e-Usluga<\/a> available for EU\/EEA citizens<\/p>\n<p>Second option: <a href=\"mailto:pisarnica@mzozt.hr\">pisarnica@mzozt.hr<\/a> (for sending photographed or scanned documents; signed, without a stamp)<\/p>\n<\/div>\n<hr \/>\n<h2><strong>Competent authority and regulations <\/strong><\/h2>\n<p>Ministry of Environmental Protection and Green Transition<\/p>\n<p>Radni\u010dka 80, 10 000 Zagreb<\/p>\n<p>+385 1 6106 111<\/p>\n<p><a href=\"mailto:pisarnica@mzozt.hr\">pisarnica@mzozt.hr<\/a><\/p>\n<p>The Climate Change and Ozone Protection Act (NN <a href=\"https:\/\/narodne-novine.nn.hr\/clanci\/sluzbeni\/2025_04_67_855.html\">67\/25<\/a>)<\/p>\n<hr \/>\n<h2><strong>Authorisation <\/strong><\/h2>\n<p>Confirmation of the registration in the Registry of legal persons and natural persons \u2013 craftsmen that perform the activity of import\/export and placement on the market of controlled substances and\/or fluorinated greenhouse gases.<\/p>\n<hr \/>\n<h2><strong>Legal remedies <\/strong><\/h2>\n<p>None<\/p>\n<p>Last updated on 14 April 2025<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Legal and natural persons \u2013 craftsmen that perform the activity of import\/export and placement on the market of controlled substances and\/or fluorinated greenhouse gases, must be entered in the Registry of legal persons and natural persons \u2013 craftsmen performing the activity of import\/export and placement on the market of controlled substances and\/or fluorinated greenhouse gases.
