The following conditions must be fulfilled, which are the same as for the Freedom to establish option. An online declaration is sent in the mentioned case directly to the competent authority at <a href=\"mailto:pisarnica@mzozt.hr\">pisarnica@mzozt.hr<\/a>, along with a photo or a scan of the following documents (signed, without a stamp):<\/p>\n<ul>\n<li>proof of registered activity from the register of EU member state or and evidence of the existence of reciprocity for states outside EU<\/li>\n<\/ul>\n<ul>\n<li>list of employees (at least 3) along with evidence of their professional qualifications &#8211; electronic employment records or evidence of work experience and diploma<\/li>\n<\/ul>\n<ul>\n<li>description of the employee\u2019s work experience and a list of expert tasks in monitoring pollutant emissions from stationary sources into the air in which the employee participated<\/li>\n<\/ul>\n<ul>\n<li>excerpt from the land registry or lease contract for the work premises with an excerpt from the land registry of the lessor<\/li>\n<\/ul>\n<ul>\n<li>accreditation certificate for monitoring pollutant emissions from stationary sources in line with the Harmonized standards for test and calibration laboratories, along with a list of reference measurement methods or other measurement methods for which the procedure for proving equivalence with the reference measurement methods was carried out, or for each method in accordance with CEN and ISO standards prescribed by the Ordinance on monitoring pollutant emissions from stationary sources into the air, for which the permit is being applied<\/li>\n<li>accreditation certificate for monitoring pollutant emissions from stationary sources in line with the Harmonized standards for test and calibration laboratories, along with a list of reference measurement methods in line with HRN EN 14181 standard for which the permit is being applied.<\/li>\n<\/ul>\n<h1><strong><u>Second option<\/u><\/strong><strong>: FREEDOM TO ESTABLISH<\/strong><\/h1>\n<p>If you are established in EU\/EEA country, you as a physical or legal person have freedom to provide services on a permanent basis in Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:<\/p>\n<ul>\n<li>a legal person established in a Contracting party of the European Economic Area has a registered activity under which it has the permission to carry out tasks of monitoring pollutant emissions from stationary sources into the air inside the state of its official registration<\/li>\n<li>a legal person established outside the European Union has a registered activity under which it has the permission to carry out tasks of monitoring pollutant emissions from stationary sources into the air inside the state of its official registration as well as evidence of the existence of reciprocity<\/li>\n<li>A legal person is registered for performing activities of monitoring pollutant emissions from stationary sources into the air (for legal person based in Republic of Croatia)<\/li>\n<li>has at least three employees, at least one of them with a university degree in natural, technical or biotechnical sciences or of such a profession or with a university degree in sanitary engineering, field of biomedicine and health, with at least five years of work experience in tasks of monitoring pollutant emissions from stationary sources into the air<\/li>\n<li>has the required work premises including a laboratory for performing sample analysis, processing and presentation of measurement results and checking of measuring procedures and data collected through measurement and sampling, apart from those procedures whose very nature requires that they be performed in the open i.e. directly at the point of discharge of the waste gases<\/li>\n<li>has measuring equipment available for performing activities of monitoring pollutant emissions from stationary sources into the air, in line with the reference measurement methods prescribed by the Ordinance on monitoring pollutant emissions from stationary sources into the air and that it has been accredited in line with the Harmonized standards for test and calibration laboratories, for each reference measurement method separately, or for each method in accordance with CEN and ISO standards stated in the technical specification HRS CEN \/ TS 15675<\/li>\n<li>if legal person uses other measurement methods for which no reference methods are prescribed by the Ordinance on the monitoring of emissions of pollutants into air from stationary sources, the legal entity must be accredited according to the requirement of Harmonized standards for test and calibration laboratories for these methods, with proof of equivalence according to HRN CEN \/ TS 14793 to the competent accreditation agency.<\/li>\n<\/ul>\n<p>Submit a photo or a scan of the following documents (signed, without a stamp) on <a href=\"mailto:pisarnica@mzozt.hr\">pisarnica@mzozt.hr<\/a>:<\/p>\n<ul>\n<li>proof of registered activity from the register of EU member state or evidence of the existence of reciprocity for states outside EU<\/li>\n<\/ul>\n<ul>\n<li>list of employees (at least 3) along with evidence of their professional qualifications &#8211;
