{"id":2319,"date":"2023-02-15T11:16:07","date_gmt":"2023-02-15T10:16:07","guid":{"rendered":"https:\/\/psc.hr\/en\/?page_id=2319"},"modified":"2025-09-19T12:50:05","modified_gmt":"2025-09-19T10:50:05","slug":"postal-services","status":"publish","type":"page","link":"https:\/\/psc.hr\/en\/postal-services\/","title":{"rendered":"Postal services"},"content":{"rendered":"<p>Application for the Provision of Substitute and Other Postal Services<\/p>\n<h1><strong>First Option \u2013 FREEDOM TO PROVIDE CROSS-BORDER SERVICES<\/strong><\/h1>\n<p>If you already have a registered establishment in another EU\/EEA Member State, you are granted the freedom to provide substitute and other postal services on an occasional and temporary basis, without the obligation to register an establishment in Croatia.<\/p>\n<p>In that case, the application for the provision of substitute and other postal services is submitted to the Croatian Regulatory Authority for Network Industries (HAKOM) via the WEB form available at the e-operator link, containing the following data and documentation:<\/p>\n<ul>\n<li>name and registered office of the legal or natural person, as well as personal identification number<\/li>\n<li>photographed or scanned excerpt from the relevant register of legal or natural persons<\/li>\n<li>list and description of the substitute and\/or other postal services to be provided<\/li>\n<li>photographed or scanned postal services price list<\/li>\n<li>the area in which the substitute and\/or other postal services will be provided (domestic and\/or international)<\/li>\n<li>the period within which the applicant intends to start providing substitute and\/or other postal services<\/li>\n<\/ul>\n<h1><strong>Second Option \u2013 FREEDOM OF ESTABLISHMENT<\/strong><\/h1>\n<p>If you have a registered establishment in another EU\/EEA Member State, both natural and legal persons are entitled to provide substitute and other postal services on a permanent basis in Croatia, subject to registering an establishment in Croatia and submitting documentation identical to that required under the First Option.<\/p>\n<hr \/>\n<h2><strong>Fees<\/strong><\/h2>\n<p>None<\/p>\n<hr \/>\n<h2><strong>Competent Authority and Regulations<\/strong><\/h2>\n<p>Croatian Regulatory Authority for Network Industries (HAKOM)<\/p>\n<p>Roberta Frange\u0161a Mihanovi\u0107a 9,<\/p>\n<p>10 110 Zagreb<\/p>\n<p>+385 1 7007 055<\/p>\n<p><a href=\"mailto:SPU@hakom.hr\">SPU@hakom.hr<\/a><\/p>\n<p>Postal Services Act (Official Gazette 144\/12, 153\/13, 78\/15, and 110\/19 \u2013 <a href=\"https:\/\/mmpi.gov.hr\/UserDocsImages\/dokumenti\/PROMET\/Promet%204_20\/MMPI%20ZPU2012%20procisceno%204-5_20.pdf\">consolidated text<\/a>)<\/p>\n<hr \/>\n<h2><strong>Approval<\/strong><\/h2>\n<p>HAKOM issues a confirmation of the submission of a proper application for certain types of postal services. This confirmation is not an administrative act.<\/p>\n<p>Timeframe for issuance: 8 days from the receipt of a proper application.<\/p>\n<p>Based on the submitted application, HAKOM assesses whether the services fall under substitute postal services. If it is determined from the application that the services applied for qualify as substitute postal services, HAKOM issues a decision authorizing the provision of substitute postal services.<\/p>\n<p>Timeframe for issuance: 90 days from the receipt of a proper application.<\/p>\n<hr \/>\n<h2><strong>Legal Remedies<\/strong><\/h2>\n<p>No legal remedy is available against the confirmation of submission of a proper application, as it is not an act on which the commencement of activity depends.
