Control of building energy certificates and control of reports on regular audits of heating systems and cooling or climate control systems in buildings

Conditions for performing activities

Authorisation for the implementation of controls of building energy certificates is granted to the legal person meeting the following requirements:

1. has authorisation for the energy certification of buildings with complex technical systems
2. employs at least two persons meeting the requirements for issuance of authorisation for implementing energy inspections of buildings with complex technical systems on a full time and unlimited time basis, of which at least one person must be of the architectural or civil engineering professions
3. has a minimum of three years experience in implementing the energy certification of buildings with complex technical systems
4. has drafted more than twenty building energy certificates with complex technical systems.

Authorisation for implementing the control of reports on regular audits of heating systems and cooling or climate control systems in buildings is granted to the legal person meeting the following requirements:

1. has authorisation for the energy certification of buildings with complex technical systems
2. employs at least two persons meeting the requirements for issuance of authorisation for implementing energy inspections of buildings with complex technical systems on a full time and unlimited time basis, of which at least one person must be of the mechanical engineering profession
3. has a minimum of three years experience in implementing the energy certification of buildings with complex technical systems
4. has drafted more than twenty building energy certificates with complex technical systems.

Required documentation

• application from Appendix 1
• statement on the employment and appointment of persons according to Appendix 2
• photocopy of the confirmation of the Croatian Pension Insurance Fund on the legal employment status and years of service, or electronic record of the legal employment status (electronic record on data from the CPIF records), photocopy of the diploma, photocopy of the certificate of successful completion of the Training programme, and copy of the Certification on professional development pursuant to the Act, for all persons listed in the statement of employment (from Appendix 2)
• a list of a minimum of 20 drafted building energy certificates with complex technical systems if seeking authorisation for the control of issued building energy certificates, or a list of a minimum of 20 reports on regular audits of heating systems and cooling or climate control systems in buildings, if the authorisation is requested for the control of the report on the regular audit of the heating system or cooling and climate control system in buildings, according to Appendix 3
• photocopy of the contract on liability insurance for damages that could be incurred by a legal person performing the activity of control of building energy certificates and/or reports on regular audits of heating systems and cooling or climate control systems in buildings to the owner or another person, with a duration at least until the expiry of the period of the decision on authorisation for controls (professional liability insurance contract)
• certificate from the municipal court that no verdicts have been passed against the legal person submitting the application and the responsible person in the legal person
• administrative fee in the amount of HRK 70 in Republic of Croatia revenue stamps attached to the application

Authorisation for the performance of activities

Decision on issuing authorisation for the implementation of controls of building energy certificates and reports on regular audits of heating systems and cooling or climate control systems in buildings

• authorisation is issued for a period of five years

Legal remedy

No appeal is permitted against the decision, however an administrative suit may be filed with the administrative court within 30 days from the date of delivery of the decision.
