Training of certified solar heat system installation professionals
- IMPLEMENTATION OF THE TRAINING PROGRAMME FOR CERTIFICATION OF SOLAR HEAT SYSTEM INSTALLATION PROFESSIONALS
Conditions for the performance of activities
Consent for implementation of the Training programme is given to the legal person who meets the following conditions:
- Employs or ensures in another way professional persons who will lead the theoretical and practical part of training and verification of the knowledge of certified installation professionals for renewable energy sources – solar heat systems
- Professional persons who will lead the theoretical part of training and verification of knowledge are persons having a minimum of a completed undergraduate and graduate university study or integrated undergraduate and graduate university study and thus attaining the academic title of Master of Mechanical Engineering, or those who have completed specialist graduate professional study to attain the professional title of Specialist of Mechanical Engineering if during the entire course of study they attained a minimum of 300 ECTS credits or who according to previous education programmes attained the academic title of Bachelor of Mechanical Engineering, and who have a minimum of ten years of experience in the professions
- Professional persons to lead the practical part of training and knowledge verification are persons having completed secondary school professional education in the mechanical or automation specialisations, with a minimum of ten years of work experience in the profession, of which three years in the area of solar heat systems, or those with completed undergraduate university or professional study and attaining the academic or professional title of Bachelor of Mechanical Engineering or the professional title of Bachelor of Automation Engineering, if during the entire course of study they achieved a minimum of 180 ECTS credits, or according to previous education programs attained the academic or professional title of Engineer, and which have a minimum of five years of work experience in the profession, of which three years in the area of solar heat systems
- Professional persons to lead the theoretical and practical part of training and knowledge verification in the area of occupational safety are persons who have completed undergraduate professional study, in which they attained the professional title of Bachelor of Engineering Safety and Protection, if during the entire course of study they achieved a minimum of 180 ECTS credits, or who according to previous education programmes attained the professional title of Safety Engineer, and who have a minimum of five years of work experience in the profession, or who have at least completed undergraduate university or professional study and attained the academic or professional title of university or professional Bachelor of Engineering of the technical fields: mechanical or electrical engineering, if during the entire course of study they achieved a minimum of 180 ECTS credits, or who according to previous education programmes attained the academic or professional title of Engineer in the technical fields: mechanical or electrical engineering, or is a teacher of practical courses in the corresponding field, and who has passed the professional examination for occupational safety pursuant to the regulations from the area of occupational safety training, or have completed the appropriate specialist training from the area of occupational safety at legal persons registered for the activity of adult education pursuant to authorisation of the minister responsible for education, and which have a minimum of five years of work experience in the profession
- Possesses technically equipped premises for implementing the Training programme
- Technically equipped premises are considered a work area with a slanted or flat roof, with a protective fence, and specialised classroom for electrical engineering and measurements with equipment: panel, computer, LCD projector, programme package for the simulation of solar heat system, solar collectors (panel and/or vacuum), assembly kit for panel collectors on flat and sloped rooves, escape valve, solar heat reservoir (minimum volume 100 l), cold water input set (main valve, reduction valve, one-way valve, filter with softener, expansion dish, safety valve), hot water output set (mixing thermostat valve, stop valve, thermometer, bypass line), solar set (expansion dish, circulation pump, one-way valve, safety valve, thermometer, manometer, stop valve, pipe), solar differential automation, temperature sensors, copper pipes, copper fittings, Armaflex insulation for pipes, pipe cutting and joining tools, assembly tool kits, solar fluid, aerometer, pyranometer, didactic model of a solar system for hot water and for heating;
- Employs an administrative person to keep records and perform other administrative tasks
- Have a full-time employee to run the Training programme.
II . INSTALLATION WORKS FOR SOLAR HEAT SYSTEMS
The body providing training issues the Certificate for installation works for solar heat systems to the natural person meeting the following criteria:
- Possesses qualifications of level 4.1 of the Croatian Qualifications Framework (3rd level professional qualifications according to the old National Classification of Professions): three-year professional education of the mechanical engineering specialisation, with a minimum of three year work experience in tasks of installing and maintaining installations and/or thermos-technical systems
- Completed the Training programme as stipulated by the Ordinance on conditions and benchmarks for establishing systems of quality services and works for the certification of renewable energy installation professionals – solar heat systems (OG 33/15) and its amendments (OG 56/15,12/17)
- Passed the knowledge verification consisting of theoretical and practical parts, pursuant to the Training programme
- Possesses the medical confirmation of capability for performing works at heights greater than 3 m.
Note: A natural person who has been issued the Certificate for photovoltaic system installation may not, as a natural person (certified installation profession) perform the works of solar heat system installation, but must be an employee of the contractor. The contractor is a legal person or natural person-craftsman, registered for performance of activities in construction, or for the execution of works that meet the conditions stipulated by the regulations.
Required documentation
For the body providing the Training programme:
- Photocopy of the diploma or certificate of professional persons who will implement the Training and professional development programmes
- Curriculum vitae of professional persons to implement the Training and professional development programmes
- Photocopy of the confirmation of the Croatian Pension Insurance Fund on the legal employment status and years of service, or electronic record of legal employment status (electronic record on data listed in the CPIF records) of the professional persons to implement the Training programme
- detailed Training programme, with planned list of hours according to Appendix 1 of the Ordinance on conditions and benchmarks for establishing a system for quality works and services for certified installation professions of renewable energy sources – solar heat systems (OG 33/15) and its amendments (OG 56/15,12/17)
- content and manner of implementing the verification of knowledge of attendees of the Training programme
- proof of ownership, lease or right of use of the necessary space for implementation of the Training programme
- notarised statement that the legal person possesses the technically equipped premises for implementation of the Training programme
- labour contract of the lecturer in the Training programme for those not employed with the body providing the Training programme
- proof of payment of the administrative fee
for the natural person (installation professional) submitting the application to the body providing the Training programme:
- photocopy of the appropriate certificate or diploma
- photocopy of the confirmation of the Croatian Pension Insurance Fund on the legal employment status and years of service, or electronic record of the legal employment status (electronic record on data from the CPIF records) or confirmation of the employer on work experience in the profession
- description of the work experience in the profession
- for persons who have completed the appropriate programme of formal adult education: photocopy of the document that proves that the person completed the corresponding programme of formal adult education, photocopy of the Certificate of successful completion of the training programme, photocopy of the appropriate certificate or diploma that shows the person possess a minimum of qualification level 4.1. of the Croatian Qualifications Framework (three-year secondary school education), description of the work experience on tasks of installing solar heat systems; photocopy of the confirmation of the Croatian Pension Insurance Fund on the legal employment status and years of service or electronic record of the legal employment status (electronic record on data from the CPIF records) or confirmation of the employer of work experience on tasks of solar heat system installation
- medical confirmation of the capability of performing works at heights greater than 3 m
Natural persons from other EU Member States, or natural persons from Croatia, are issued the Confirmation for the performance of installation works for solar heat systems in Croatia pursuant to a certificate issued in another Member State if:
- Possess a certificate for the installation of solar heat systems issued in another European Union Member State that is compliant with the criteria listed in Article 14 and Appendix IV of Directive 2009/28/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of the use of energy from renewable sources and amending and subsequently repealing Directives 2001/77/EC and 2003/30/EC.
Required documentation
For natural persons:
- application from Appendix 3 of the Ordinance on conditions and benchmarks for establishing a system for quality works and services for certified installation professions of renewable energy sources – solar heat systems (OG 33/15) and its amendments (OG 56/15, 12/17)
- certificate issued by another Member State
- written statement of the body issuing the certificate that the certificate has been issued in accordance with the criteria stipulated in Article 14 and Appendix IV of Directive 2009/28/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of the use of energy from renewable sources and amending and subsequently repealing Directives 2001/77/EC and 2003/30/EC
All appendices to the application must be accompanied by a certified Croatian translation.
Fee
HRK 70 administrative fee for the submission of the application for granting consent for the implementation of the Training programme

Authorisation for the performance of activities
Decision on issuing authorisation for the implementation of the Training programme for the certification of solar heat system installation professionals
- authorisation is issued for a period of ten years
Certificate for installation works for solar heat systems
- certificate is issued by the body providing the Training programme for a period of five years
Legal remedy
No appeal is permitted against the decision, however an administrative suit may be filed with the administrative court within 30 days from the date of delivery of the decision.
