If you are established in any EU/EEA state, you are allowed to provide services on a permanent basis in the Republic of Croatia, with the registration of an establishment in Croatia and obtaining a licence for providing taxi transport services, including an authorisation from the city or municipality in the territory of which you intend to provide the transport service. The licence for providing taxi transport services is issued upon receipt of application submitted electronically to the competent administrative authority in the county or the City of Zagreb. In addition to the application, it is necessary to submit the following documents:
In addition to the licence for taxi transport services, it is necessary to obtain an authorisation for all cities or municipalities in the territory of which transport services are provided. In order to obtain the authorisation, the taxi carrier has to submit:

The amount of fee depends on the city or municipality and the number of vehicles for transport services.
The maximum authorisation fee may not exceed one tenth of the average monthly net salary paid in legal entities in local self-government units or the City of Zagreb for the last month for which data were published, and which precedes the submission of an application for obtaining the authorisation.

Time-limit to obtain the licence: 30 days (from the day of receiving an orderly application with the required documents)

Authorisation by the city or municipality in the territory of which taxi transport services are provided – under condition that the licence to provide taxi services in the territory of the Republic of Croatia is obtained.
There is no limitation on the number of authorizations for taxi transport.
If the authorisation is not granted within the stated deadline, the Ministry of the Sea, Transport and Infrastructure will issue a decision within the next 15 days.
The driver may only keep a copy of the authorisation in the vehicle, instead of a mandatory original.
In the process of issuing a licence for taxi transport, an appeal against the decisions of the administrative body of the county or the City of Zagreb is filed with the Ministry of the Sea, Transport and Infrastructure at uprava-ceste@mmpi.hr.
Time-limit for settling the appeal: 60 days.
In the event of a negative decision on granting the authorisation for a particular city or municipality, an appeal is filed with the Ministry of the Sea, Transport and Infrastructure at uprava-ceste@mmpi.hr.
Time-limit for settling the appeal: 15 days.
