Employment related activities refer to placement services, career counselling, and education for increasing the employability of the workforce.
In addition to employment related activities, legal and natural persons may also be engaged only in market research and opinion polling, management consulting and hiring-out of workers for temporary employment undertakings.
Legal and natural persons engaged in employment related activities need to keep records of persons seeking employment, employers seeking employees, and of required and employed workers.
The mentioned data is delivered to the Ministry of Labour, Pension System, Family and Social Policy by electronic means, by filling in the ODP-1 form:
– for the period from 1 January to 30 June, and at the latest by 31 July,
– for the period from 1 July to 31 December, and at the latest by 31 January of the following year.
If you are already established in any EU/EEA state, you are free to provide services on occasional and temporary basis, without obligation to register a company in Croatia and waiting for the prior check.

The Certificate of registration in the Register of legal and natural persons engaged in activities related to employment.
Time-limit for obtaining the Certificate: 10 days.
A complaint may be submitted to the head of the competent Ministry at pisarnica@mrosp.hr. The head of the competent authority decides on the complaint by a decision within 8 days from the date of lodging the complaint. An administrative dispute may be initiated before the Administrative Court of the Republic of Croatia against a negative decision of the head of the authority within 30 days of the delivery of the contested decision.
