First option – CROSS-BORDER FREEDOM TO PROVIDE SERVICES
If you have already registered an establishment in another EU/EEA country, you have the freedom to provide services on a temporary and occasional basis, without an obligation to register an establishment in Croatia.
In that case, you need to send an e-statement with a photograph or a scan of the following data or documents (signed but not stamped):
for above ground and underground mining
- proof of registration of an establishment in another EU/EEA country and proof that there is no prohibition of professional activity at the time the certificate is issued
- proof of qualifications (secondary education qualifications in mining)
- proof that the person has worked in this profession for at least one year within the past 10 years (only if the profession, vocational training and professional development are not regulated in the Member State of the establishment)
- proof of payment for the creation of the authorisation for mining
for mining activities in mine action
- proof of registration of an establishment in another EU/EEA country and proof that there is no prohibition of professional activity at the time the certificate is issued
- proof of qualifications (an authorised deminer with secondary education qualifications)
- proof of professional experience in mining and demining (at least 1 year)
- proof of payment for the creation of the authorisation for mining
for special mining
- proof of registration of an establishment in another EU/EEA country and proof that there is no prohibition of professional activity at the time the certificate is issued
- proof of qualifications (undergraduate or graduate university studies, or a professional study programme in mining)
- 4 to 5 years of professional experience in the performance of the said activities, depending on the academic degree
- proof of payment for the creation of the authorisation for mining
Second option – Freedom of establishment
In case you have a registered establishment in another EU/EEA country, you are allowed to provide services as a natural person on a permanent basis if you register the establishment and submit the following documents:
for above ground and underground mining
- proof of qualifications (secondary education qualifications in mining)
- proof of passed examination of professional competence administered by the administration authority competent for mining activities
- medical certificate
- proof of knowledge of the Croatian language
- proof of payment for the creation of the authorisation for mining
for mining activities in mine action
- proof of qualifications (an authorised deminer with secondary education qualifications)
- professional experience in mining and demining (at least 1 year)
- medical certificate
- proof of knowledge of the Croatian language
- proof of payment for the creation of the authorisation for mining
for special mining
- proof of qualifications (undergraduate or graduate university studies, or a professional study programme in mining)
- proof of passed examination of professional competence administered by the administration authority competent for mining activities
- medical certificate
- 4 to 5 years of professional experience, depending on the academic degree
- proof of knowledge of the Croatian language
- proof of payment for the creation of the authorisation for mining
Recognition of qualification
Application for the recognition of qualification is submitted to info@mup.hr with the edition of sending documentation as with the registration of establishment, and:
- proof of acquiring conditions for the recognition of foreign professional qualifications (proof of competence, proof of education/professional qualification)

EUR 2.65 for the issuing of the authorisation for mining
EUR 13.94 for the form of the authorisation for mining
