First Option – FREEDOM TO PROVIDE CROSS-BORDER SERVICES
For the use of radio frequency spectrum within a frequency band that, in accordance with the Radio Frequency Allocation Table, is designated for the following purposes/services:
- vessels
- broadcasting
- microwave link
- fixed radio station
- mobile radio station
- satellite service
- aeronautical service,
it is necessary to obtain an individual license from the Croatian Regulatory Authority for Network Industries (HAKOM) for the use of the radio frequency spectrum.
If you already have a registered establishment in another EU/EEA Member State, you are granted the freedom to use the radio frequency spectrum for the above purposes/services without the obligation to register an establishment in Croatia, based on an individual license issued upon request.
The application for the issuance of an individual license for the use of the radio frequency spectrum is submitted to HAKOM via the appropriate electronic form depending on the type of purpose/service, available at the links below, accompanied by the following documentation:
VESSELS (e-Vessels) (.jpeg, .jpg, .png, .bmp, .doc, .docx, .pdf, .zip or .rar format, max. 50 MB)
- copy of the OIB confirmation
- copy of the Certificate of Registry or extract from the Ship Register
- notarized power of attorney appointing an authorized representative for service of documents with residence in the Republic of Croatia, if the vessel owner is a foreign national
BROADCASTING (e-Broadcasting) (.pdf, .jpg, .jpeg, .png or .gif format, max. 50 MB)
- copy of the OIB confirmation
- project (technical documentation) for the radio station
MICROWAVE LINK (e-Microwave Link) (.jpeg, .jpg, .png, .bmp, .doc, .docx, .pdf, .zip or .rar format, max. 50 MB)
- copy of the OIB confirmation
- project (technical documentation) for the radio station
FIXED RADIO STATION (e-Fixed) (.pdf, .jpg, .jpeg, .png or .gif format, max. 50 MB)

AERONAUTICAL SERVICE (e-Aeronautical) (.jpeg, .jpg, .png, .bmp, .doc, .docx, .pdf, .zip or .rar format, max. 50 MB)
- copy of the OIB confirmation
- copy of the Certificate of Airworthiness and Certificate of Aircraft Registration, or another document containing details of the aircraft registration mark, call sign, aircraft type, aircraft owner, and ELT code
- notarized power of attorney appointing an authorized representative for service of documents with residence in the Republic of Croatia, if the aircraft owner is a foreign national
Second Option – FREEDOM OF ESTABLISHMENT
If you have a registered establishment in another EU/EEA Member State, both natural and legal persons are entitled to use the radio frequency spectrum for the above purposes/services, provided that they register an establishment in Croatia and submit the documentation listed under the First Option.
Fees
An annual fee in the amount prescribed by:
- the Ordinance on the Payment of Fees for the Right to Use Addresses, Numbers, and the Radio Frequency Spectrum (OG 151/22), and
- the Ordinance on the Payment of Fees for the Performance of Activities of the Croatian Regulatory Authority for Network Industries, based on HAKOM’s issued invoices (OG 151/24).

Approval
HAKOM issues a license for the use of the radio frequency spectrum.
Timeframe for issuance: 42 days from the date of receipt of a correct and complete application.
Legal Remedies
No appeal is permitted against HAKOM’s decisions, but an administrative dispute may be initiated before the High Administrative Court of the Republic of Croatia.
