Veterinarians

First option: FREEDOM TO PROVIDE CROSS-BORDER SERVICES

If you are established in EU/EEA country, you have the freedom to provide services on a temporary and occasional basis, without obligation of establishment in Republic of Croatia, without membership fees and licensing in the Croatian Veterinary Chamber and without a prior check.

An online declaration is sent in the mentioned case to the Point of Single Contact or directly to the competent authority at veterinarstvo@mps.hr, along with a photo or a scan of the following documents (signed, without a stamp):

  • Declaration of provision of veterinary services including personal data and liability insurance data (statement is submitted for each year)
  • proof of citizenship
  • proof of establishment for veterinary activities in the Member State
  • written proof of the country of establishment on the validity of the license for veterinary activities (not older than 30 days)
  • proof of professional qualifications, issued by the competent authorities of the EU Member States
  • certification of impunity

Second option: FREEDOM TO ESTABLISH

If you are established in EU/EEA country, you as a physical or legal person have freedom to provide services on a permanent basis in Republic of Croatia, if you register an establishment in Croatia and submit the following documents, i.e. fulfil the following conditions:

  • proof of qualifications
  • membership in a professional chamber (registry fee: HRK 1000 and licence: HRK 1000, annual fee: HRK 600, only in the case of establishment)
  • information on insurance

Recognition of qualifications

A request for recognition of qualifications is submitted to veterinarstvo@mps.hr along with the following documents:

  • certification of impunity
  • evidence of formal qualifications or proof of professional qualification

Fees (only in case of establishment)

HRK 1,000 for the chamber registration fee

HRK 1,000 for a license

HRK 600 for the annual chamber membership fee

Authorization

Deadline: 30 days

On the basis of complete and valid documentation, the Ministry shall, within 30 days from the day of submitting the statement, issue a decision approving the occasional or temporary performance of veterinary activities.

The Ministry submits the decision to the Chamber, which issues a temporary permit based on it. A veterinarian who is a citizen of a Member State of the European Union and who wishes to perform temporary or occasional veterinary activities in the Republic of Croatia must have a temporary permit from the Croatian Veterinary Chamber. The Chamber issues a temporary permit automatically, based on a decision of the Ministry approving the occasional or temporary performance of veterinary activities in the Republic of Croatia.

The temporary license is issued for a period of one year, with the date of receipt of the decision and the time required for registration and issuance does not in any way delay the start of services.

The Ministry will issue a decision within 30 days of receiving the necessary documentation.

If it is not possible to make a decision, the Ministry will inform the veterinarian about the postponement of the decision and request additional information or supplementation of the documentation stating the reasons for the postponement.

In case of delay, the Ministry shall issue a decision within 30 days of receipt of the amended documentation.

In case the Ministry does not act in accordance with the deadlines, the request of the veterinarian will be considered accepted. The veterinarian has the right to request that the Ministry issue a decision establishing that his request has been adopted. The Ministry is obliged to issue such a decision within eight days from the day of requesting the veterinarian.


Legal remedies

The veterinarian has no right to appeal against the decision, but may initiate an administrative dispute with one of the Administrative Courts of the Republic of Croatia.
