If you already have a registered business establishment in another EU/EEA country, you are granted the freedom to provide electronic communications networks and services on an occasional and temporary basis, without the obligation to register an establishment in Croatia, based on a general authorisation.
In that case, the application for the provision, changes and termination of the networks and services is submitted to the Croatian Regulatory Authority for Network Industries (HAKOM) at least 15 days in advance, via a web form available at the eoperator@hakom.hr link, containing the data:

If you have a registered establishment in another EU/EEA country, both natural and legal persons are entitled to provide electronic communications networks and services on a permanent basis in Croatia, subject to registering an establishment in Croatia and submitting documentation within the time limit and to that required under the First Option.

HAKOM issues a confirmation of the submission of prior notification, with a reference to the rights that operators have under the general authorization. This certificate is not an administrative act.
Issuance deadline: 7 days from the date of receipt of complete prior notification
No legal remedy is available, since no act is issued on which the commencement of the activity depends. The entrepreneur may begin providing electronic communications networks and/or services after submitting prior notification to HAKOM.
