First option: FREEDOM TO PROVIDE CROSS-BORDER SERVICES

If you are established in EU/EEA country, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia.

An online declaration is sent in the mentioned case directly to the competent authority at info@hksp.hr, along with a photo or a scan of the following documents (signed, without a stamp):

• proof of establishment in EU/EEA country; proof that there is no ban on provision of the service; proof of provision the service for at least 2 out of 10 previous years
• proof of professional qualifications
• proof of no criminal record, i.e. proof that there has been no temporary or permanent deprivation of the right to practice the profession of social pedagogue
• information on insurance

If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).

Second option: FREEDOM TO ESTABLISH

If you are established in EU/EEA country, you as a physical or legal person have freedom to provide services on a permanent basis, provided that you register an establishment and submit the following documents:

• proof of qualifications
• professional exam
• membership in a professional chamber (registry fee: EUR 40 and annual fee: EUR 8)
• professional experience
• information on insurance
• proof of payment of fee (online banking)

If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).

Recognition of qualifications

A request for recognition of qualifications is submitted to info@hksp.hr along with the following documents:

• proof of citizenship
• proof of qualification
• proof of payment of the costs of the proceedings (EUR 330.94 for EU/EEA/CH, and EUR 463.31 of a third country)

Legal remedies

No appeal is allowed against this decision, but an administrative dispute may be initiated by a lawsuit before the locally competent Administrative Court of the Republic of Croatia (Zagreb) within 30 days from the date of delivery of this decision.
