Educational rehabilitator profession

First option – FREEDOM TO PROVIDE CROSS-BORDER SERVICES

If you already have an establishment in an EU/EEA country, you have freedom to provide services on an occasional and temporary basis, without obligation of establishment in Croatia, a mandatory membership in a chamber branch and without a prior check.

An online declaration is sent in the mentioned case directly to the competent authority at ured@hker.hr, along with a photo or a scan of the following information, or documents (signed, without a stamp):

  • proof of citizenship
  • proof of establishment in an EU/EEA country for practicing the profession of educational rehabilitator as well as proof that at the time of issuing that proof there is no, even temporarily, ban on practicing the profession
  • proof of professional qualifications
  • proof that the applicant pursued the educational rehabilitator profession for at least one out of ten previous years, in case the profession is not regulated in the Member State of establishment
  • statement of impunity
  • proof that there was no temporary or permanent revokement of the right to pursue the educational rehabilitator profession

Second option: FREEDOM TO ESTABLISH

If you are established in an EU/EEA country, you as a physical or legal person have the freedom to provide services on a permanent basis, provided that you register an establishment and enter in the Directory of the Croatian Chamber of Educational Rehabilitators.

The conditions for entry in the Directory of the Croatian Chamber of Educational Rehabilitators:

  • finished bachelor’s degree in educational rehabilitation, or bachelor’s or master’s degree in educational rehabilitation, or integrated bachelor’s master’s degree in educational rehabilitation
    in the Republic of Croatia or a recognized foreign professional qualification for performing a regulated profession – educational rehabilitator,
  • passed professional exam or 2nd degree state professional exam or the academic degree of Master of Science or Doctor of Science or over 20 years of work experience in the profession (only one requirement is needed)
  • member of the Croatian Chamber of Educational Rehabilitators,
  • has not been legally convicted of any of the criminal offenses specified in the law,
  • has no imposed misdemeanor sanctions for domestic violence,
  • no prosecution before the competent court for criminal acts of sexual abuse and exploitation of a child from the Criminal Code,
  • spoken and written knowledge of the Croatian language

Necessary documents:

  • completed and self-signed application form,
  • certified copy of diploma,
  • copy of a document from which the identity of the person is evident (ID card, passport),
  • proof of payment of the fee for the membership procedure in the chamber (EUR 3.81),
  • completed and self-signed request form for the recognition of the right to pursue the educational rehabilitator profession,
  • proof or payment of the fee of the process of recognition of the right to pursue the educational rehabilitator profession (EUR 26.54),
  • proof that educational rehabilitator meets the requirements listed above

Recognition of qualifications

A request for recognition of qualifications is submitted to ured@hker.hr along with the following documents according to the general system:

  • proof of citizenship
  • proof of qualifications
  • proof of payment of the costs of the proceedings (EUR 331.80)

Fees

EUR 39.81 for inscription in chamber

EUR 26.54 for the recognition of the right to pursue the educational rehabilitator profession

EUR 7.00 for the monthly chamber membership fee

EUR 331.80 for the recognition of foreign professional qualifications

Fee for taking a professional exam if the educational rehabilitator is required to take it

Deadline: 30 days / 60 days

Legal remedies

In both cases, no appeal is allowed against the decision, but an administrative dispute can be initiated by a lawsuit before the competent Administrative Court of the Republic of Croatia within 30 days from the date of delivery of this decision.
