Tasks of design/expert supervision of construction/tasks of site engineers and/or works managers and tasks of project manager of architectural professional

First option: FREEDOM TO PROVIDE CROSS-BORDER SERVICES

If you are already established in another EU/EEA country, you as a natural and legal person have freedom to provide services on an occasional and temporary basis without the obligation to register the establishment in Croatia and membership in Croatian Chamber of Architects and without waiting for a prior check.

It is not necessary to report to the Chamber to perform tasks of a site architect and/or works manager and project manager of architectural profession.

To perform design/expert supervision of construction, an online declaration is sent through the system e-Citizens, or directly to the competent authority at clanstvo@arhitekti-hka.hr, along with the following photocopied and translated documents:

  • a copy of ID card
  • proof of establishment in another EU/EEA country (employer’s statement)
  • proof of professional qualification
  • proof that there is no ban on provision of the service (certificate of the competent authority from the country of establishment or EU certificate)
  • data on professional liability insurance in the territory of the Republic of Croatia or the EU
  • proof of fee payment

In case of annual renewal of the declaration, the applicant must enclose:

  • data on professional liability insurance valid in the territory of the Republic of Croatia, or the EU
  • proof of fee payment

Second option: FREEDOM TO ESTABLISH

If you are already established in another EU/EEA country, you as a natural or legal person have freedom to provide services on a permanent basis, provided that you register an establishment and submit the following documentation directly, along with request at clanstvo@arhitekti-hka.hr or through the e-Citizens system:

  • decision of the Croatian Chamber of Architects on the recognition of professional qualifications
  • proof of knowledge of the Croatian language
  • proof of the registration fee payment

Recognition of qualifications

  • a certificate from an EEA country that has recognized the professional qualification of a foreign authorized person as a third-country national

Fees

EUR 200.00 for occasional and temporary work – first application

EUR 100.00 for occasional and temporary work – renewal of the application

EUR 27.00 for the recognition of qualifications – automatic system

EUR 400.00 for the recognition of qualifications acquired at third country

EUR 400.00 for the recognition of qualifications acquired beyond Directive 2005/36/EC

EUR 133.00 for establishment – registration fee

EUR 240.00 for establishment – annual membership fee

For entry in the directory of certified architects, a person who has acquired professional qualification in the Republic of Croatia, instead of the decision on the recognition of professional qualification, shall submit:

  • evidence of completed graduate study of architecture with acquired at least 300 ECTS credits
  • certificate of passed professional exam
  • evidence of professional work experience of at least two years

Deadline: 8 days

Deadline for obtaining a certificate on the recognition of a foreign professional qualification according to the general system: 90 days

Legal remedies

You may submit a complaint within 15 days from the date of delivery of the decision.

The complaint shall be submitted to the Croatian Chamber of Architects, Ulica grada Vukovara 271/2, 10000 Zagreb or at clanstvo@arhitekti-hka.hr.
The Chamber will reject the complaint (if it is untimely), will replace the contested decision with a new one (if the complaint is partially or fully founded) or will submit the complaint to the Ministry of Physical Planning, Construction and State Assets.

The Ministry may reject the complaint, annul the decision in part or in full, or amend it.

The decision of the Ministry shall be delivered to the party through the Chamber no later than 60 days from the submission of a proper complaint.
