
If you are established in EU/EEA country, you have freedom to provide services on temporary and occasional basis, without obligation of establishment in Croatia, mandatory membership in Croatian Chamber of Psychotherapists and without a prior check.
An online declaration is sent in the mentioned case to the Point of Single Contact or directly to the competent authority at tajnistvo@hkpt.hr (Croatian Chamber of Psychotherapist), along with a photo or a scan of the following documents (signed, without a stamp):
If EU/EEA nationals do not provide the required documents, a competent authority will check their data via the Internal Market Information System (IMI).
If you are established in EU/EEA country, you as a physical or legal person have freedom to provide services on a permanent basis, provided that you register in the Directory kept by the Croatian Chamber of Psychotherapists and submit the following documents:
Request for issuing a permit for independent psychotherapeutic work

Depending on the basic higher education qualification possessed by the psychotherapist, A request for recognition of qualifications is submitted to the body responsible for recognizing qualifications for a certain regulated or unregulated profession, according to an automatic or general system (depending on the qualification possessed by the psychotherapist). Deadline: 30 days
No appeal is allowed against the Decision on admission to the membership of HKPT and the Decision on issuance a permit, but an administrative dispute may by filing a lawsuit with the Administrative Court of the Republic of Croatia competent for the plaintiff’s residence, within 30 days of receiving the Decision.
