If you are established in any EU/EEA state, you are allowed to provide services of international passenger transport or international freight transport, regulating the access to road transport activities and access to the market, on occasional and temporary basis, without obligation to register a company in Croatia. The requirement is that a natural or a legal person has to obtain a Community licence to provide road transport of freight and passengers.
A statement needs not to be submitted considering that information on issued Community licences is available in the ERRU (European Registers of Road Transport Undertakings) and to all competent authorities of Member States.
If you are established in any EU/EEA state, you are allowed to provide services on a permanent basis in the Republic of Croatia, with registration of establishment in Croatia and obtaining a Community licence with the submission of the following documents in electronic form:
EUR 278.72 for administrative fee for issuing the Community licence.

A Community licence to carry out international passenger transport or a Community licence to carry out international freight transport.
Time-limit for obtaining the licence: 30 days (from the day of receiving an orderly application with the required documents)
Decisions of the Ministry of the Sea, Transport and Infrastructure may not be appealed, but an administrative dispute may be brought before the competent administrative court.
