
Application for the Provision of Substitute and Other Postal Services
If you already have a registered establishment in another EU/EEA Member State, you are granted the freedom to provide substitute and other postal services on an occasional and temporary basis, without the obligation to register an establishment in Croatia.
In that case, the application for the provision of substitute and other postal services is submitted to the Croatian Regulatory Authority for Network Industries (HAKOM) via the WEB form available at the e-operator link, containing the following data and documentation:
If you have a registered establishment in another EU/EEA Member State, both natural and legal persons are entitled to provide substitute and other postal services on a permanent basis in Croatia, subject to registering an establishment in Croatia and submitting documentation identical to that required under the First Option.

HAKOM issues a confirmation of the submission of a proper application for certain types of postal services. This confirmation is not an administrative act.
Timeframe for issuance: 8 days from the receipt of a proper application.
Based on the submitted application, HAKOM assesses whether the services fall under substitute postal services. If it is determined from the application that the services applied for qualify as substitute postal services, HAKOM issues a decision authorizing the provision of substitute postal services.
Timeframe for issuance: 90 days from the receipt of a proper application.
No legal remedy is available against the confirmation of submission of a proper application, as it is not an act on which the commencement of activity depends. The right to provide substitute and other postal services is acquired from the day of submission of a proper application.
No appeal is permitted against HAKOM’s decision on the provision of substitute postal services, but an administrative dispute may be initiated before the High Administrative Court of the Republic of Croatia.
